In Middletown, anyone dressed in a Halloween mask or costume will have to observe a 9 p.m. curfew, and a 10 p.m. curfew is in effect for all children 16 years or older, said Chief Henry Tobin.

In Wilmington, anyone 12 years or younger have to be in by 9 p.m., 13 years or older by 10 p.m., police spokesman Cpl. Jermaine Crawford said.
